While the rapid growth of Cambodia's capital forms the backdrop of his professional achievements, Dr. Ly Chheng’s journey began with a distinct personal focus on rebuilding human resource capacity in the post-conflict era. Recognizing that the destruction of Cambodia's intellectual infrastructure during historical regimes required massive educational interventions, he pivoted toward private sector solutions to support the public system.
